In view of the easier situation, I do not

propose at the present time to make emergency Regulations

for the utilisation of civil man power but in view of

the situation which may be set up before long by

Japanese invasion of Kuangtung I intend now to make

such Regulations empowering the Governor in Council to

fix prices and requisition supplies.
